Frollo is picky as fuck. He likes to go to the gallows, dungeons, Palace of Justice, Notre Dame Cathedral (main level only). Be careful if you go anywhere else for dates since he's easy to piss off. For the choices on what to say to him, usually saying the most stern or coldest thing is the best option. He's also kuudere as hell so don't expect any return until much, much later in the game.

One thing I learned after a few runs is that he's like the opposite of all the other characters--do NOT take him to any of the festivals or whatnot. He will usually get pissed off no matter what you say during them.

This part is really hard to get out of but it's possible if you play your cards right.

Seeing as you're at the docks, you can probably bluff your way out of this. One of the choices will have something to do with sewers I think so you're basically telling him that you think the Court of Miracles is connected to them somehow--water and sewers go hand in hand. He'll get pissed that you don't have better answer and ditch for 2 weeks or so while he's off going on a rampage (you can see fire/smoke in the background of the activity animations). Expect your stress to go up by at least 1 point (usually 2) daily so be careful.

After that he'll summon you and say he's thought about what you've said and that he's going to go keep an eye on people acting suspiciously. It is pretty much the closest thing of an apology you'll get out of him. Eventually he's gonna get to the graveyard and... yeah.

The only downside with the route you took there is that with the ending, you'll likely end up angering EVERYBODY ELSE, expect them to hate you for the last leg of the his route but it's Frollo so all is good. Their bombs don't affect Frollo, which is awesome.
